Equilibria are steady states of the Navier-Stokes flow.
As -by definition- they do not move, they cannot be “turbulent.”
Turbulent dynamics is captured by the
(infinity of) unstable periodic solutions, *3D* movies that repeat *exactly*
after some finite time *T*.
